Is Justice Served?

Dear You,
Thinking about today's story opened my mind to so many other circumstances of its kind that come and go leaving hearts crumbled,souls drained and of course the involved bodies never remain the same.

"Sometime ago,a certified but rigid doctor carried out a surgery (caesarean section) on a patient and made a terrible mistake damaging another organ of the body (the bladder) in the process. This doctor over a few years of practice has been known not to take to correction from his superiors or colleagues and despite the success of most of the surgeries he has performed in the past,most of his colleagues are not comfortable working with him.
The patient operated on was taken back to the theatre about three times after the unfortunate incidence. Though she survived,she knows she doesn't have a long time to live since she had developed a renal problem. The hospital management took up the responsibility of fending for the patients medical needs and reported the doctor to a higher authority. He faced a panel and was banned from ever entering the theatre or performing any form of surgery on a patient henceforth, but his license was retained and he still practices medicine at the same hospital. 
The patient was transferred to another facility and her fate is not known but the doctor's life continues as he still works as a doctor in the hospital and owns a hospital of his own where he still operates on patients. We have heard stories of licences withdrawn form doctors and nurses who made silly mistakes in the past but can we say that justice has been served in this case?
Only the hospital management and the  people working with him at the time of this incidence knows of this story,so a colleague decided to share this DLS to get your opinion. What do you think? "
